Dungeon Cosmetic Armor sets are purchased with tokens earned in the exploration mode of each dungeon at the vendors in Lion’s Arch.

Cultural Cosmetic Armor

Cultural armors are purchased from vendors in each race’s home city and have restrictions.  (ex: Charr can’t wear Human cultural armor.)
